I started to edit this picture in camera raw but decided to just do it through photoshop. I did a lot to this picture trying to make the background not so ugly. I used the noise filter to get rid of the noise in the background but i thought all the clutter was ugly so i added a gradient with a light affect to cover all that up. As for his face, I used the healing brush, spot healing brush, the dodge and sponge tools. I also added a surface blur then used the eraser tool basically on everything but his cheeks, nose and forehead to get rid of the blur so you could see details.
I like what you did with the picture. His skin tone looks better. Using the blue to hid all the extras in the background looks fun!
